Navy Exchange Service Command is Hiring a Traffic specialist Near Norfolk, VA

Job Summary

Serves as Supervisory Traffic Management Specialist with responsibility for executing designated traffic management assignments involving all modes of transportation, rail, truck, air, and water CONUS and overseas.

Duties and Responsibilities :

  • Provides analytical and advisory traffic management services to NEXCOM divisions and field locations.
  • Develops, plans, evaluates, and advises on traffic management policies and programs.
  • Monitors carrier performance and recommends action to suspend or remove from service carriers that fail to perform satisfactorily.
  • Coordinates the issuance and distribution of shipping instructions and routing guides.
  • Surveys and evaluates transportation program operations to assess compliance with applicable regulations, policies, procedures, and sound management practices.
  • Visits field activities to review and evaluate traffic management functions.
  • Conducts traffic management studies relating to transportation rates and services.
  • Instructs buying and procurement personnel in the basics of traffic management.
  • Audits all types of freight bills accurately.
  • Performs other traffic management-related duties as assigned.
  • Supervises subordinate Traffic Management Specialists, NF-3.
  • Works under the general supervision of the Director, Transportation, or Traffic Manager. Carries out work assignments independently with general guidance and objectives provided by the supervisor.

Work is reviewed during progress and upon completion regarding methods, results, and goal attainment.

TRAINING REQUIREMENT :

Within 24 months of hire, the associate must receive supply chain certification in a program approved by the Director of transportation.

Requires a total of 3 - 6 years of experience as indicated below :

GENERAL EXPERIENCE : 3 years of experience in administrative, professional, analytical or other responsible work related to traffic or transportation or other responsible work related to traffic or transportation programs or operations;

and skill in dealing with others in person-to-person work relationships.

may be substituted for 9 months of experience, up to a maximum of a 4 year bachelor's degree for 3 years of general experience.

Or, hold Certification in Transportation & Logistics (CTL) by the American Society of Transportation & Logistics (AST&L).

  • AND SPECIALIZED EXPERIENCE : 3 years of progressively responsible experience which provided a knowledge of the principles of traffic management and operating programs, regulations and procedures;
  • conducting analyses of transportation services, rates and routes; negotiation with carriers on related matters; and providing technical assistance on transportation matters;

or similar work which demonstrated the knowledge and abilities of traffic management to perform with a minimum of supervision.
